The Electrical Contractors’ Association of City of Chicago (ECA) Research and Education Committee was proud to have sponsored the Reasonable Suspicion / Sexual Harassment Prevention Training Seminar that was held on Thursday, April 23, 2026 at Maggiano's Banquets in Oak Brook, IL. The session was facilitated by Bill Heffernan, Screensafe, Inc. / Mosaic Training & Consulting. 

The seminar fulfilled the City & State requirement for Annual Sexual Harassment Prevention Training.  This session portion topic highlights, included:

Sexual Harassment Training Requirements
The State of Illinois requires public and private employers of any size to provide sexual harassment training to their employees. Training must define sexual harassment, provide examples of prohibited conduct, describe the impact of harassment, detail the various responsible agencies at the local, state, and federal levels the process for making a report, and the legal remedies available to victims. Employers must provide training to new employees within 90 days of hire and on an annual basis. In April 2022, the City of Chicago amended and strengthened its sexual harassment laws. The city repeats many of the requirements outlined in the State requirement. It also requires that in addition to sexual harassment prevention training for all employees and training for managers and supervisors, employers must also provide one hour of “bystander” training for all employees.

Topic points for “Supporting Workplace Safety: Substance Use Awareness & Reasonable Suspicion Training” included:

Don’t let substance misuse jeopardize your workplace. Employees struggling with alcohol or drug misuse cannot leave their problems behind when they come to work. It is a challenge for employees and leadership. Ignoring the issue is tempting, but the risks are too significant.

Under Department of Transportation (DOT) regulations, employers are required to train supervisors of drivers subject to the rules (§382.603, Federal Register).

The training empowered supervisors to identify reasonable suspicion for drug testing.
