IMSCA's 2019 Lobby Day event was held on Tuesday, March 19th in Springfield, Illinois.  This year's event featured guest speaker, Senator John Mulroe.  As a sponsor of IMSCA's retainage reform legislation, he provided an "insider view" of IMSCA's efforts to pass this important legislation. The Lobby Day coincided with IMSCA's quarterly Board and Membership meeting that was held at The Inn at 835 in Springfield, Illinois.

Attendees received a legislative overview of current bills being considered, including the following:

  • SB1636 / HB2916:  Retainage Reform;
  • Support of a Captial Construction Plan;
  • Procurement Code adjustments, HB2551:  Equal Pay (investigating);
  • SB1848:  Single Prime (investigating);
  • HB173:  Direct Pay;
  • Other areas of mutual interest.

Attendees were also reminded of procedures for speaking to elected officials.  After lunch, the participants went to the Capital and lobbied legislators.  This year's event concluded with a joint IMSCA and ICIC Legislative Reception at the Sangamo Club located at 227 East Adams Street in Springfield.  All Lobby Day attendees were invited to attend the board meeting.  We thank the ECA members who were able to participate!
